Minutes of Meeting

January 10, 2023

7:00 pm by Zoom and in-person at Grace Lutheran Church

At 7:00 pm, our President, Hala Harik Hayes opened the meeting. She asked the people online to put themselves on mute. This was our first hybrid meeting with some members meeting in person at Grace Lutheran Church and other members participating on Zoom.

Hala thanked Pastor Amy and Mesfin (the Office Administrator) of Grace Lutheran Church for hosting us, and Pastor Amy introduced herself and welcomed us to her church. She said they are working to plan several types of activities and workshops for to serve their Crestwood neighbors.

Hala Introduced members of the Board, Doug Barker, Kathleen Eder, Patricia Kennedy, Michael Earls, Victoria Earls, Carey DeMatteis, Dallas Salisbury, and our ANC Commissioner, Pavan Khoobchandani.

Hala shared the meeting goals, which included a discussion of the proposed playground at the Triangle, CCA updates, ANC4EO6 news and other neighborhood announcements and concerns. She shared the following ground rules for the discussions:

• Wait to be called before speaking and introduce yourself.

• Share your own perspective, remain respectful, listen carefully and non-judgmentally.

• Limit comments to 2 minutes.

• Understand there are a lot of different opinions and that’s OK.

• We want the conversation to be productive and comfortable.

Michael Earls stated that there are a lot of views regarding the future of the Triangle, both among the neighbors and the individuals serving on the CCA Board. Maintaining trust is crucial. He said that the board reflects the diverse views of the neighborhood.

Hala began the discussion of the Triangle saying that there has been a lot of change in Crestwood over the last few years, and we want to take a minute and remember how fortunate we are to live in this community. She asked the participants to find someone they don’t know and take two minutes to introduce themselves and share what they most love about living in Crestwood. Zoom participants could use the chat function to introduce themselves and share how they feel about the neighborhood and living here.

Hala gave a summary of what the CCA Board has done regarding the Triangle:

1. We reached out to DPR and NW Community Church to explore the option of constructing a playground on church property. Pastor Dan talked with DPR; he decided not to pursue the playground.

2. We reached out to DPR to ask DPR if they were making changes to the concept design for Triangle Park, and they replied that, “DPR is working to update the design [of] the park. We have received a wide variety of comments and feedback from the community and are working to integrate those comments into the revised design.”

3. We asked DPR if they would be willing to participate in a meeting held by the CCA in early 2023 after the release of a revised concept design for Triangle Park. DPR shared that they will hold a final community meeting in early 2023 to present the final design and construction timeline. DPR asked CCA to co-host. DPR shared that this meeting will not be to gather new input. The CCA Board has decided not to co-host the meeting with DPR.

4. Hala reiterated the CCA Board’s determination that CCA would not take a position on how the Triangle Park issue should be resolved, saying that members of the community disagree about the issues, and there is no clear agreement. She said CCA would continue to share information and stay on top of the developments.

She then opened the floor for comments from the members. Here is a summary of the remarks:

Stephanie Ross:

What will the maintenance situation be? Will the neighborhood be responsible for keeping it cleaned up. Pavan - there are a lot of complaints about DGS maintenance. It is 311 ticket based, so neighbors have to call in requests for anything that needs attention. Pat Kennedy – shared that on a visit to the lot on W Street off Foxhall, she had a conversation with two parents at the lot with their children. The parents said that the maintenance provided by the city was severely lacking, and that they had arranged for some neighborhood teenagers to get their community service credit by taking care of cleaning up after visitors and helping with trash removal.

Julie Ewing:

If there is a reduced budget from a smaller footprint, can some of the savings be applied to maintenance. Pavan’s answer was no, it would not.

Dallas Salisbury:

He spoke to some of the people at the Adams Morgan playground and noted that the maintenance is not well done. The other three parks looked to be marginally well cared for, which makes it important for neighbors to keep making the 311 tickets as needed.

Pavan:

Trash removal and keeping the ground cover up are the two most important maintenance items. What they are planning with the Triangle won’t need equipment maintenance.

Stella Dawson:

We could ask not to install trash cans. Can the parents who lobbied for this form a committee and handle the maintenance? Carey mentioned the Adopt a Park program where communities get involved with keeping up their parks.

Charlie Myers:

Lived here over 30 years and he raised money for the 16th St Heights playground Friends groups. He said that DPR only creates these lots, and we should make plans for the community to maintain it.

Vince Pyle:

His family has lived here since 1958. What are we trying to target in the child population? Anna Nelson replied, she has been a part of the meet up of parents who are organizing playdates on the parents list serve.

Elise Storck:

Could we ask that the trash receptacles be added to the trash truck pickups that go by weekly (DPW). Pavan explained that DPW does not pick up trash from DGS/DPR receptacles.

Lanisa Kitchener:

She lives next to Triangle Park. Her house’s personal trash cans get filled during most of the activities that occur there now. There is a very small subset of people who use the park who will use the playground. An attendee asked how many young children live in Crestwood. Dallas Salisbury cited Census Bureau information showing there are 337 children in our Census tract (26 – Crestwood) between ages 0 and 9.

Mark Haskell:

Has been involved with designing “playscapes” for schools and asked about ground cover for the playground surface. Dallas Salisbury explained that they will be using engineered wood fiber (EFW) and wood carpeting (EWF) as loose fill, whereas wood carpeting is bonded fill for better ADA access.

Michael Hargreaves:

Suggested that NW Community Church still might be able to lease space to the DC Government. Dallas Salisbury shared that Pastor Dan was strongly discouraged from pursuing that by DPR and that they could not point to any examples of DPR leasing private land. He encouraged neighbors to use the playground they have which now includes a swing set, a basketball hoop and court, and climbing structures with slides. Pastor Dan is still exploring using the available land for community activities.

Rene Carter:

Does anyone know what happened at the Point and why picnic tables were removed? Pavan shared that about 5 years ago there were issues with drugs and other undesirable activities taking place at the Point, and the tables were removed because of that.

Peter Richman:

NW Community Church is a great resource, but it’s not a substitute for the Triangle.

Waveney Bryant:

This appears to be a done deal. Can it be reversed? What can CCA do? Hala - CCA is not taking a position.

Brianna McAdoo:

She shared that she grew up in Crestwood and loves the Triangle the way it is. Also noted how non-diverse the CCA Board is. A lot of young black people are treated like they are likely criminals. There are so many ways that the children growing up here have used the Park and the other neighborhood assets. Don’t need a tot lot. She said the process that has created the current situation has been a mess, and CCA’s position of not taking a stand is a cop out. Hala - thanked her and acknowledged that she had a point about the lack of diversity on the CCA Board.

Dallas Salisbury:

There are five general At-Large seats that could be filled on the Board of Directors. On March 15th there will be a call for nominations. He strongly encouraged Brianna and others to consider upping their participation in the Association and running for some of the Board and officer vacancies that will need to be filled. Hala shared that the CCA Board will hold a Board Interest meeting on February 28th for neighbors interested in learning more about running for a CCA Board position.

Yvonne Baskerville:

Two things -

Comments Brianna just made - she doesn’t think more people of color on the Board would make that much difference. It’s what’s in people’s hearts.

She participated in the surveys - what is the common force that is driving the lot. Children traditionally meet at each other’s homes and back yards. Used to be two neighborhood associations, one mostly black (the Rock Creek East Neighborhood League) and one mostly white (CCA). There is an underlying element of push pull based on age and color.

Peter Richman:

There are old timers and new comers and we don’t often form relationships, and that is why he thinks the playground is the right idea as a gathering place for neighbors.

Alice Thomas:

She’s been in the neighborhood for 27 years, raised a child taking advantage of everything in Crestwood, and her son is an African American Male. She talked about limitations to the way we communicate. She raised her son in their yard and in Rock Creek Park. She does not believe the park should be changed.

Linda Henderson:

Powerful comments should have been heard months ago. But money has been allocated and DPR thinks they have to spend it. So DPR is moving forward, and how we got here is a very unfortunate. How could the Board not have taken a position against it? This has created issues in Crestwood. It’s creating a big division in Crestwood. It’s not good. It doesn’t have to happen – like if the Mayor says no it won’t happen.

Dr Cooper:

Has lived here since 1992 and chose it because it is a quiet community, a little suburban. People are pushing issues without taking all of us into account. You pick your neighborhood, house, the yard and the space for your family. If it turns out not to work for you, don’t interfere with the rest of the neighbors it does work for.

Melinda Levitt:

The money has been allocated. How did this happen? How can it be stopped?

Hala:

Presented a timeline of the process. This timeline is presented in a chart that is included at the end of the minutes.

Pavan:

Isn’t sure that once the money is allocated it has to be spent. He rejects that.

DPR tried to solicit input from the community. I feel comfortable with the amount of engagement that has been done with the community.

Charles Betsy:

Chronology shows it was instigated by a small group of people.

Pavan:

A small number of people got together with an idea, and they made it happen. He said he sees nothing wrong with that.

Lanisa Kitchener:

Some of Brianna’s comments may have been overshadowed. Lanisa shared her participating in the George Floyd memorial at the Triangle.

Then she volunteered to serve on the Board. The Board’s legacy would not have accepted someone who looks like her on the Board. And she said that by not taking a position on the Triangle, the CCA and its Board is, in fact, supporting the changes at the Triangle. We need to think of maintenance. As for the billboard that someone suggested, the least amount of structure on that space is preferable. During the pandemic when the other playgrounds were closed down, the Park was a place where small children could play.

Hala presented some CCA updates:

The Green Team is planning several upcoming events, including a seed swap, plant swap, garden tour, and they are launching a native [plant initiative. Anna Nelson shared information about the initiative and how neighbors can participate.

Aging in Place continues to organize. Hala shared details about the postcard that Dallas sponsored that was sent to 700-plus Crestwood mailing addresses. So far, he’s only had one response.

• December Christmas Eve Caroling: thanks to Jen, Mike and the Dabbs Family, Tom, Judith, and Nick Chused, and Susan Plaeger and Chuck O’Connor for organizing it.

ANC 4E04 Update: Pavan summarized some changes in the ANC boundaries and invited us to sign onto the Zoom meetings of the ANC.

• Donna Washington shared information about the Ward 4 Mutual Aid Unhoused Initiative, for which she and her adult child, Sam are volunteers. For more information, go to https://ward4mutualaid.org/unhoused-neighbor-support/

• Reminder that there is a ban on gas powered leaf blowers.

• DC Water is hosting a public scoping meeting Wednesday, January 18th at 7:30PM regarding the proposed construction of the Piney Branch Combined Sewer Overflow (SCO) 049 Storage Project within Rock Creek Park. A proposed 4.2-million-gallon underground storage tunnel just south of Crestwood is being considered.

Minutes of the Meeting

CCA President, Hala Harik Hayes, opened. She introduced the Board Members, and our ANC Commissioner, Pavan Khoobchandani.

Guest Speaker:

Hala introduced tonight’s guest, Captain Bellavance from 4D to discuss police-related issues in Crestwood and to share ways that the neighborhood can support the work of the Metropolitan Police Department. He has been with 4D for about 4 years and brought us up to date on the latest information on crime in the neighborhood.

The majority of complaints are related to theft from autos. There is a web site that gives crime stats. In the last 4 months there have been 15 thefts from autos, time of day is usually overnight. The recent uptick in thefts of catalytic converters has dropped way off. Tires and rings thefts are becoming common throughout the area. Usually, thefts are from inside the car – backpacks, computer cases, etc. are pretty typical. A lot of contractors working in the area seem to be having their trucks targeted, but a lot of those are not reported. It is important for all of us to make sure anyone working in our homes knows to lock their vehicles and not to leave attractive items where they can be seen and grabbed. Most of these crimes have no video or witnesses, and the police reports are handled over the phone.

Here are some of the questions that CCA members asked him:

If there is a crime reported and the victims don’t have video, will the police check with the neighbors who have surveillance camera that were paid for by the recent city program that supplied free cameras to homeowners. Captain Bellavance said that when the officers report to the scene, they knock on doors or leave cards with neighboring homes asking if they have footage of the incident.
Are some car models more common theft bait than others? Hundai and Kias that are key operated seem to be targeted. They are easy to steal. 2018-2021 model years. Toyotas have not come to his attention as being particularly vulnerable.
Is there anything we can do to make the neighborhood less friendly for criminals? Keep doors locked. Theft from auto is a major crime of opportunity, and a lot of people carelessly leave cars and even houses are unlocked. The thieves often work in pairs, and if they see something attractive and grabbable, or they’ll break in then. Have good lighting around your house. Remind visitors to bring in valuables.
Have the police reduced ordinary patrols in neighborhoods like Crestwood? Yes. We are down 240 officers, which stretches recourses.

Captain Bellavance said that on October 27, the City Council is changing crime protocols in DC, decriminalizing what some people might consider to be more of a nuisance than a crime. These include things that many of us might consider to be arrest worthy, like urinating and defecating in public, even if you’re not a dog. (Hmmm. Will people have to scoop their poop?). It also decriminalizes drinking in public, illegal vending and noise-related public disturbances. It also downgrades carjacking to robbery. If we don’t like it, let our Counsel member know. [The code changes, if approved by the DC Council, go into effect in 2025]

Alan and Adam McDonald for several years of e-cycling and hazardous waste services. They organized the events and lent their truck to haul all of our old electronic devices to be recycled.
George Chaconas has been managing the dog bag stations, and without being asked, he painted the Crestwood benches at the Point.
Yvonne Baskerville stepped down as co-chair of the Aging in Place group in Crestwood after many years of service.

CCA Updates:

CCA Membership Management Software/Membership Directory – we switched to an online directory last year, and there are directions on how to opt in to the directory. We are using a software system, Wild Apricot. If we decide to change our member management software, we’ll have to redo the directory input.
Dallas Salisbury will become the new Aging in Place cochair, and they are setting up a meeting for November for 7 pm on November 3, 2022. (dallassalisburycca@gmail.com for more information)
Green Team: Garden tour? If anyone is interested, let us know. You don’t need a really fancy garden. The idea is to share what we’ve learned, especially about using native plants and growing food.

Dec 10 from 5:00-7:00 PM, Holiday Party at the Budde Home on Matthewson – this will be our first holiday party since the onset of the Covid pandemic!
Dec 24 at 6:00 PM Christmas Caroling at the Dabbs Home – this is a tradition that dates back to the 1950’s!

Pavan Khoobchandani - ANC 4E06 Update

DDOT traffic safety improvements have come mostly from the recent safety walkthrough last May. All requests begin with 311 submission. You can also Tweet your request. You can go to the DDOT Website and do a search by ANC district for improvements that has been installed and are scheduled to be done.
Adopt a Block – commit to doing 4 cleanups per year.
Blagden Ave traffic has eased up. There will be a 3-way stop installed at Blagden and Beach very soon now.
Capital Bikeshare station – it narrows the road and people honk. Stop honking! It does seem to get used a lot, and we want to work together to minimize the impact on its immediate neighbors.

Other announcements

Reminder: A ban on gas powered leaf blowers is now in effect – they are very noisy! We need to remind anyone we hire to do yard work that they can’t be used in DC
Aging in Place getting organized - anyone interested contact Jackie Jackson or Dallas Salisbury

Neighbor concerns and questions

Can you do anything to keep people from parking on your block who don’t live there? You can get 2-hour parking restrictions for your block. Crestwood Drive has a lot of extra vehicles and a lot of them don’t move.
Are the power lines in the neighborhood going to be buried because we have so many trees that can knock them out? Some of them may be, at least the main arteries. It sounds like it won’t happen in the immediate future.

2. If you’re not a current member, click the “Join the CCA” button in the top left black menu bar and follow the instructions. It may take 24-48 hours to process your application.

4. From here click “Edit Profile.” In the top left corner you’ll see three options:

a. Profile - You can edit any of your profile details here.

b. Privacy – first, check the box in the top left corner marked “Show profile to others.” Then select what you want to share with others. · Michael provided an overview of CCA communications vision:

o Acknowledgement re. inclusive communications for both those online and less/not online per Dallas stated concerns

o Three goals for CCA communications: (1) CCA events/updates; (2) Relevant DC neighborhood news beyond the CCA; (3) Encourage & facilitate neighbor engagement

o Goal for content = Match electronic outreach, social media and other forms of communication to be reinforcing

o Newsletter - consistent schedule, recapping events, sections devoted to the various teams, featured neighbors, other ways t

o Website & social media - reinforce info in newsletter, engage people online on a team - source of ongoing conversation, sharing DC info more broadly

· George

o Fan of Crestwood book – get another printing of book (100 years 100 acres). Bill Bently is local neighborhood publisher (though note that we do have extra copies of book and available for purchase for $25 on CCA website)

o Also suggestion to keep an angie’s list of helpers (sitters, carpenters)

o Be sure to thank 12 names of helpers who monitor dog stations.

o Idea to ask people to contribute information to newsletters.

· Dallas – WaPo distributor used to distribute the CW newsletter. Recommends again exploring to help w/hard copy distribution.

· Gale Black:

o suggests posting hard copy signs up ahead of any meeting (6 different places – in 3 days ahead). Block contacts would distribute in past and could again.

o Kiosk was an idea for physical locations for relevant info (locations at Colorado, Triangle, Point)

5. ANC 4A08 Update (Pavan)

· Traffic Safety - 311 request# required for DDOT to do anything including speed humps

· Traffic Safety Walk Through at 3:30 pm on Friday May 20, starting 16th/Blagden … Walk through this Friday afternoon with Councilwoman George

· -need 311 request to have info on specific incidents re traffic safety

· Dallas – Only way to get detail is FOIA request.

This will be a joint meeting of the CCA and ANC SMD 4A08 (Commissioner Pavan Khoobchandani). If there are particular issues that you would like us to address, please email info@crestwooddc.org or respond to this email.

We will not be voting on Board officers at the meeting. Rather, paid CCA members will receive information on how to vote by email immediately following the meeting.

The following current Board members will be running for re-election: Hala Harik Hayes for President, Doug Barker and John Favazzo for Vice President, Carey DeMatteis for Treasurer, and Pat Kennedy for Secretary.

We have one new candidate, Dallas Salisbury, who is running as an Additional Member of the Crestwood Citizens Association Board of Directors. Dallas' candidate statement is as follows:

I am running to be on the Crestwood Citizens Association (CCA) Board of Directors to assist with membership recruitment and focus on the inclusion of all Crestwood residents. (Bylaws provide for up to five at-large Board members in addition to the officers.) In this new, fast-moving world, some segments of society feel a greater sense of disenfranchisement than ever before. Despite the advantages of modern technology, not everyone lives a “high tech life”, particularly seniors, yet all our neighbors deserve the opportunity to join the CCA, receive their materials, and enjoy the benefits. As a senior myself, I am painfully aware of how many in my age cohort do not regularly use the internet or list serves and thus feel excluded from news and neighborhood debates around public issues, not to speak of the enjoyable community events available. I believe many could benefit from membership in the CCA if we provided them with hard copy of materials and notices, i.e., direct communication with mailings and flyers.

In 1978 when I moved into a home in the 1700 block of 17th Street - what the real estate agent called Crestwood - I applied for membership in the Crestwood Citizens Association. Interestingly, I was told that I was not eligible as I did not live in "official" Crestwood - historically defined as a small area within which its developer (Paul Stone) established lots and built houses beginning in 1938. Instead, I was told that I should join the Rock Creek East Association (now defunct), which was open to the entire area. Working together with some other young new residents who did reside in "official" Crestwood, we undertook a campaign to expand CCA's membership boundaries. We were successful in pushing the boundaries east to 17th Street and north to Upshur Street. And now, decades later, the CCA covers the entire geographic area west of 16th Street and bordered on all sides by Rock Creek Park as far north as Carter Barron. Given the neighborhood's turnover, I expect that many residents are unaware of this history.

Recent societal developments - some accelerated by Covid - have included a movement toward internet-based meetings and communication. This trend effectively excludes from participation in many organizations and our governmental processes anyone who is not an easy and frequent user of computers or other internet devices such as tablets and smart phones. Thus, many older citizens find themselves eliminated from the public discourse as more and more notifications required by Bylaws or public laws and regulations eliminate USPS delivery. And now, even push electronic emails are being replaced by "Twitter only" communications from DC Government agencies, thereby excluding those residents who use email but choose not to utilize social media. When information becomes available only via web browser and social media skills and time-consuming website searches, democracy suffers as it becomes the domain of fewer residents.

If elected to the CCA Board I would focus on building a broader membership, with special effort targeted toward inclusion of our "unconnected" or "less connected" neighbors, i.e., those who are less likely to be aware of or feel an affinity with the CCA due to lack of information about it and its activities. To accomplish this, I would help to rebuild the block captain network, and reintroduce at least some distribution of print materials (such as the newsletter, event announcements, and the membership directory) to those who request paper due to the absence of, or difficulty with, electronic access to these resources.

The importance and effectiveness of print and mailed material (as opposed to electronic) is best illustrated by its continued use by serious candidates for public office such as the DC Council, Mayor, and DC Attorney General, not to speak of federal offices inclusive of President and our DC Delegate to Congress. Political candidates hand distribute or mail material to every mailbox/house. Also, tax bills, traffic tickets, utility and credit card bills, and any other attempt to collect money from residents offer a USPS mail option. Yet some governmental entities have ceased using USPS mail to inform us of proposed governmental actions, our right as citizens to participate in the process, and deadlines for submission of comments or testimony on issues that directly affect our lives.

As time passed and the CCA evolved to rely almost solely on electronic communication, we have lost touch with some of our neighbors (and some members?) who no longer have a means to stay current with or participate in its activities. Every resident in Crestwood is important to our collective well being. We all are fortunate to live in this lovely community and can celebrate it together. And it is as important today as it once was that all generations feel included and up to date with local happenings.

It is my understanding that mailings are possible to every home in Crestwood through various lists, and that contact information, including phone numbers, are part of publicly available voter registration lists; others may well know of other sources. As a first step I would endorse the USPS mailing of an oversize post card to all homes to submit information for the Crestwood directory - in addition to a web option for those who prefer that mode - and invite residents to drop their completed post card through my home mail slot or call me to pick it up from their home. (The amount of information they choose to submit will be their choice.)

Technological progress is inexorable, but I can volunteer time to my neighborhood to help facilitate citizen participation. If elected, I will use DallasSalisburyCCA@gmail.com as a dedicated email address, and dedicate a cell phone number (202-209-9797) to CCA communications. I view my initiatives as complimentary to what the CCA Board is currently doing to maintain Crestwood as a wonderful place to live. I have loved it for my 44 years as a resident.

Outcome of March 29 Vote to Amend the Bylaws

Following the March 29th Crestwood Citizens Association meeting, paid members were invited to vote on a proposal to amend "Article XI - Directories" to transition from a paper membership directory to an online membership directory. An affirmative vote of two-thirds of the voting members of the Association are needed to amend the bylaws.

Thank you to the 91 members who voted. 74 votes were cast in support of amending the bylaw, and 17 votes were cast in opposition to amending the bylaw. The affirmative votes represent 81.3% of the votes and meet the two-thirds threshold. The bylaws will be amended; the new "Article XI - Directories" follows.

"Volunteer members of the Association shall prepare a directory. The directory will encompass the residential homes within the streets set forth in Article IV. Information contained in the directory will be obtained from residents directly. The Association is not responsible for errors or omissions. The directory is for personal, non-business related use only.

The directory will be made available to those residents who have paid their dues."

Thank you to the many members who provided feedback on the voting process and advice on how to best manage the transition to an online directory; we will use your input to guide the next steps of the transition.

Why Upshur?

Zion Baptist Church Construction

No official notification, but have heard that Zion Baptist Church wants to develop 4817 Blagden Avenue, NW into a 50 unit senior citizen housing development. This would require a zoning variance that has not been granted yet. The process is that the ANC gets a chance to review the zoning variance request and can take a position in favor or in opposition to the request.

Mayor Bowser Announces that Beginning Monday, January 11, DC Residents Aged 65 and Older Can Schedule COVID-19 Vaccinations

(WASHINGTON, DC) – Mayor Muriel Bowser announced that beginning today, Monday, January 11, DC residents aged 65 and older are able to make an appointment to get the COVID-19 vaccine through the vaccinate.dc.gov portal or by calling the District’s coronavirus call center (1-855-363-0333). Residents will be able to schedule a vaccination through the call center Monday through Friday from 8:00 a.m. until 7:00 p.m. and on Saturdays from 8:00 a.m. until 4:00 p.m. Additionally, residents can get connected to the call center by dialing 311.

“I know many of our seniors are eager to get this vaccine. It has been a long ten months – for many seniors it has been very isolating and frightening, and people want to work together to get our community past this,” said Mayor Bowser. “On Monday, I encourage DC seniors to book their appointments. If you are the caregiver for or have a family member or neighbor who is 65 or older, reach out to them and let them know a safe and effective vaccine is available and make sure they know how to get an appointment.”

Seniors who schedule an appointment through the portal or hotline will receive a confirmation code that should be brought to their appointment along with verification of eligibility (e.g. a photo ID). The call center will have translation services available for residents who do not speak English.

When going to get the vaccine, it is recommended that individuals wear a loose-fitting shirt that allows medical staff to get to their upper arm. At the first appointment, individuals will receive a vaccination card or printout that says which COVID-19 vaccine they received, the date they received it, where they received it, and when they should return for their second shot. After receiving the vaccine, individuals should be prepared to stay for 15 to 30 minutes after for observation.

The COVID-19 vaccine is free. When receiving the vaccine, residents will be asked to provide their health insurance information, but no one will be charged a co-pay. Those who do not have health insurance will still receive the vaccine at no cost.

Any individual who already used vaccinate.dc.gov to register for a vaccination appointment but does not work in a health care setting will need to re-register once the vaccine becomes available to them. Those who submit their email address or mobile phone number through vaccinate.dc.gov will receive an email or text message when the registry opens to additional populations.

Recap Of December 15, 2020 Neighborhood Meeting

Sayra Molina from DDOT spoke about traffic calming and other issues. She noted that most times a Traffic Safety Assessment must be done before DDOT can consider traffic calming measures such as stop signs or cameras - residents can make this request through 311 or getting in touch with their ANC Commissioner. More information is available on DDOT's website. However, an Assessment is not needed for speed humps - that request can go through the ANC Commissioner and the ANC. Once the ANC issues a resolution, DDOT will review and see if the street meets the criteria for a speed hump.

Sayra also spoke about the 16th Street Bus Lanes, was asked about the status of Broad Branch Road, and the status of streets/sidewalks that need to be repaved or repaired. We're going to send Sayra a list of open issues so that she can help us track them.

Other issues:

We answered some questions that were raised about the survey that DPR is conducting about the Triangle. The survey has been extended to January 4, 2021. You can fill out the survey here. We're also going to be dropping off some paper surveys to houses that live around the Triangle.
We passed a resolution asking DDOT to study bike lanes in Crestwood.
DDOT confirmed that the construction being done on Blagden right now is the new sidewalk that's being installed.

Dear Crestwood,

One constant during the uncertainty of 2020 has been the Crestwood community as a source of support, positivity, and good cheer! We are grateful for the 194 neighbors who incorporated the Crestwood Turkey Trot into their Thanksgiving plans!

Thank you for your support - together we raised more than $3000 to benefit Rock Creek Conservancy, a nonprofit that works to restore Rock Creek and its parklands, and that is working hard on the Carter Barron Amphitheatre rehabilitation project.

Plus, Crestwood's feet and generosity generated $1000 in matching funds from the Crestwood Citizens Association that will go to Bread For The City to help the most vulnerable District residents affected by COVID-19.

We look forward to seeing you next year for a more traditional Turkey Trot. In the meantime, mask up and stay safe!

Triangle Park Playground Survey

Earlier this year, in February, DPR held a community meeting to gauge interest in a proposal to improve the Triangle with a tot lot or playground equipment. You can read a recap of that meeting here. DPR promised to send out a survey to gauge the interest of everyone, including those not in attendance at the meeting, and that survey has just been released. From DPR:

Dear Neighbors,

The photo above was taken one year ago at Crestwood's 2019 4th of July Parade, pre-coronavirus. I'm sure we all long for time time when we once again can gather and celebrate with our neighbors.

This year, of course, we should all be celebrating at home. Mayor Bowser is asking us to commemorate the holiday at home, reminding us that we're still under a public health emergency due to the coronavirus pandemic. We will miss the annual Crestwood parade but will look forward to when we can gather safely once again.

The photo above was also taken before the murder of George Floyd. It is said that Mr. Floyd's murder awakened the conscience of a nation and put a spotlight on the systemic racism that is part of the history of our country.

But resources about the history of Black Americans are not something that have been unavailable before May 25, 2020. Neighbor Shanel Anthony, who envisioned and spoke at a vigil against racism in Crestwood, compiled the following resources. I encourage you, if you haven't already done so, to dive in.

On behalf of our returning Board members, I would like to thank you for re-electing us and giving us the opportunity to serve this unique and incredible neighborhood. Your Board for 2020-2021 is:

I'd like to extend a welcome to Carey as a new Board member. Carey is going to help us navigate the new requirements of some exciting news - the CCA is now a 501(c)(3) nonprofit organization! The first thing that we used that status for was to work with Rock Creek Conservancy to submit a Community Stormwater Solutions Grant for money to help maintain the Carter Barron Retrofit project and to help with other stormwater runoff issues. So fingers crossed on that, and hopefully you’ll be hearing more about how you can help with that project.

I'd like to thank outgoing CCA Treasurer Peter Richman for his service to the neighborhood. Peter provided a lot of guidance and assistance to the CCA over the past year, allowing us to be in a position to donate $1000 to Thrive DC to help with their work during the pandemic.

Meeting Highlights

This was our first virtual meeting, held by Zoom with a dial in for those who wanted to call in by phone. It went over very well (over 50 attendees), and many neighbors that were generally unable to attend our regular meetings were able to connect with us virtually. We'll plan on continuing to use Zoom when our in-person meetings resume.
Stephen Marencic from the District of Columbia’s Office of the People’s Council presented some information about utility payments during the pandemic. He explained that there is a temporary moratorium on all utility cutoffs. He also said that at the end of the emergency, people who were behind in their utility bills would be expected to make arrangements to pay back their arrears. He also presented some tips to avoid high bills in the future. More information can be found here.
Peter Richman presented an update on membership, noting that we are at 182 active members, up from 150 last year. Our goal is 200! You can join or renew your membership at crestwooddc.org.
Councilmember Todd spoke about COVID-19 cases in Ward 4 and answered questions that neighbors submitted by chat. He noted there would be budget shortfalls, with schools, police and senior services at the top of the priority list. He also said that the DC Council is conducting business at Zoom meetings.
There have been no developments regarding the proposal to install a playground at the Triangle.
CCA Green Team Lead Doug Barker reported on the Green Team efforts. We have several neighborhood heroes who are maintaining the dog bag stations, and those of us with dogs need to be careful not to overfill the bag containers or leave bags that won’t fit in on the ground.
CCA Secretary Pat Kennedy will lead an effort for the next Crestwood Directory. There's a split in the neighborhood, with many wanting a paper only directory as has been done in the past, and others wanting a password-protected online directory. There are pros and cons to both.
Crestwood neighbor and Rock Creek Conservancy Board Member Ethan Landis updated us on the Carter Baron rehab project (stalled for now) and efforts to involve other neighborhoods abutting Rock Creek Park to help promote the Rock Creek Conservancy.
DC Board of Elections is encouraging residents to vote by mail for the June 16 primary election. The deadline to request a mail in ballot is May 26. Visit dcboe.org to make the request and learn more.

The CCA will be subsidizing the purchase of "Please Wear A Face Mask" yard signs for neighbors to place in their yards, as well as purchasing some signs for common areas. The cost of the sign is $15, and the CCA will pay for half of that. If you are interested in a sign, please email info@crestwooddc.org.

Graduates Rock!

Neighbors Kendra and Byron Kinnaird are organizing a neighborhood-wide socially distant celebration on Friday, May 29th at 4:00pm, to celebrate Crestwood graduates who are not able to partake in the usual graduation ceremonies and celebrations due to the coronavirus.

They are asking all of our neighbors to come out to their front porch or front lawn and cheer, play music, or wave signs to congratulate the graduates on their accomplishments. They plan to organize any of the high school seniors who want to participate into a parade of cars. They will weave through the streets of Crestwood and hopefully, feel all of the enthusiasm and love from their neighbors.

Annual Meeting - Tuesday, May 19, 2020 at 7pm

The Crestwood Citizens Association Annual Meeting will take place virtually on Tuesday, May 19, 2020 via Zoom. If you do not want to use Zoom, there will be a regular conference call number for you to dial in by telephone.

The current plan is not to open up the meeting for spoken questions or comments - rather, it will be a presentation-only meeting with the Board speaking and responding to written questions/comments. Neighbors will have an opportunity to make comments through the Zoom chat function or by sending an email. We will have Board members monitoring both avenues in real time and will be able to raise questions and comments with the group as appropriate. We know this is not ideal, and we appreciate everyone's understanding.

We've already heard some things that neighbors want to talk about including: Crestwood Connectors (block captain program), homelessness in Rock Creek Park, the Triangle, Blagden Avenue sidewalk, 16th Street Corridor, 501(c)(3) status, and zoning issues. If there are particular issues that you would like us to address, please email info@crestwooddc.org or respond to this email.

We will not be voting on Board officers at the meeting. Rather, paid CCA members will receive information on how to vote by email prior to the meeting.

The following current Board members will be running for re-election: Pavan Khoobchandani for President, Doug Barker and John Favazzo for Vice President, Pat Kennedy for Secretary, and Kathleen Eder for Communications Director.

We have one new candidate, Carey DeMatteis, who is running for Treasurer. Carey's candidate statement is as follows:

Along with my wife and two toddlers, I’ve called Crestwood home for four years now. I’ve been impressed with the great work accomplished by the CCA and I’d like to be part of the effort going forward. These are unprecedented times forcing neighbors to physically distance from one another. The Association is well positioned to facilitate new connection points among neighbors during this time and well beyond, and to continue its overall work in building a strong Crestwood community.

As Treasurer, my goals for the Association are to:

Nurture and build on the existing strengths of the neighborhood
Support membership enrollment as well as alternative funding sources such as grants, allowing the Association to do more for the community
Continue building the Association's relationships with government officials/agencies to ensure Crestwood’s voice is heard and issues are addressed in an effective and timely manner.

As a reminder, CCA Board Members Kathleen Eder and John Favazzo are leading an effort to connect Crestwood neighbors that may need some assistance during the COVID-19 pandemic and neighbors who would like to help. We've had an outpouring of support and offers of assistance for things such as shopping, chatting, checking in, tech support, etc.

But not too many neighbors have indicated they would like to avail themselves of these resources.

The Crestwood Citizens Association Annual Meeting is scheduled to take place on Tuesday, May 19, 2020. If necessary, we will convert the meeting to a conference call or video presentation.

The officers of the Association consist of a president, a first vice president, a second vice president, a secretary, a communications director, and a treasurer.

If you are interested in serving in one of these positions, please send an email to info@crestwooddc.org by April 24, 2020 with a statement of your goals and plans for the Association. The names and candidate statements will be circulated three weeks before the May meeting.

Banners Across Crestwood

Crestwood neighbor Frances Burg of the National Children's Museum spearheaded a lovely initiative on our listserv, whereby neighbors crested positive signs on the front of their homes to provide a scavenger hunt for neighborhood kids and inspirational messages for the community.

The initiative was covered by Petworth News, which included photos of many of the signs. The winner of the scavenger hunt won a year-long, family membership to National Children’s Museum, which is a unique hybrid children’s museum and science center, filling a critical void for interactive science, technology, engineering, arts, and math focused learning in the District for children under the age of 12.

Blagden Avenue Notice Of Intent To Install Sidewalk

The District Department of Transportation has issued a long-awaited notice of intent to install a sidewalk on Blagden Avenue between Mathewson and Allison St. The last day to provide comments is Monday, April 27, 2020. Under the proposal, the sidewalk will be built in the roadway, and Blagden Avenue will be narrowed to allow for the installation.

Crestwood Connectors

Thanks to neighbors Rachel Homer and Carol Fishback for a push to re-energize the block captain program, where neighbors act as a block lead for checking on neighbors, getting information distributed, etc. Another important role of the block caption will be to help put together an update of the neighborhood directory, which has not been published for a while.

How Crestwood Neighbors Can Help Other During COVID-19 Social Distancing

Dear Neighbors -

I wanted to reach out to you regarding the COVID-19 global pandemic and resulting District of Columbia state of emergency.

In light of the concerns about coronavirus transmission and the rapidly evolving guidance regarding public gatherings, we are cancelling the March 17, 2020 Crestwood meeting. We'll discuss the Triangle playground proposal the next time we meet which we hope will be the May Annual Meeting.

If you know of anyone in need during this time, or would like to offer assistance to those in need, we'd like to try to be a catalyst if possible.

Please note: we are not trying to start a discussion about the merit or efficacy of any particular policy, recommendation, or measure.

Please email neighborly@crestwooddc.org if you know of anyone that may need something or if you have any ideas on ways that you could help alleviate issues caused by social distancing (which the CDC is recommending for older adults) or closures of certain establishments such as schools. CCA Board Members Kathleen Eder and John Favazzo are going to be taking the lead on this effort. You can see what Petworth is doing in this regard here to get ideas - but we're not going to publish names or emails broadly.

Already, DCPS and most private schools have or will close for March and many companies are instituting telecommuting arrangements, which means we are going to have a lot of people at home when they usually aren't. A couple of ideas raised by Commissioner Black to help with this and other issues:

If/when local universities close, it's possible that students may need to vacate their current housing situation. If you can offer a room, maybe we can help connect people.
As the weather is getting nicer, there is nothing to say that we can't take advantage of our lovely neighborhood as long as we stay 6 feet away from others. Hello Yoga At The Triangle, aka "Moms and Dads need to get away from their kids for an hour so honey I'm leaving." If you're interested in leading a yoga class, nature walk, or something else, let us know and we'l see if we can put something together and send out information.
If you can do it safety, checking in on older neighbors that may need supplies but do not wish to go to the store can be very helpful. You may even be able to order delivery to their address and/or pick something up for them that they may need.
Social distancing can lead to feelings of isolation and loneliness in older adults. Think about ways you can engage your neighbors - maybe take a walk outside together, visit in a safe manner if the neighbor is open to it, or even ramping up phone calls could help.
If you're handy and bored, maybe you can offer to help people with projects around the house at a discounted rate? Or maybe you can be on call for emergency plumbing help?

A Tradition For Over 50 Years:
Crestwood Caroling on Christmas Eve!

For over 40 of the past 50 years, Ann and Ed Sheridan hosted caroling on their front porch at 3904 18th Street. When the Sheridans moved out, other lovely Crestwood neighbors continued the tradition. This year, the new owners - Mike, Jen, Jackson, Sadie and Curtis Dabbs - are delighted to host caroling at 3904 18th Street once again!

The caroling starts promptly at 6pm on Christmas Eve, December 24. The whole neighborhood is invited and there are often - depending on the weather - 40 to 50 people caroling. Hot apple cider and cookies are served and promptly at 6:30 Santa comes out of the woods across the street, passes out candy canes to the kiddies and then departs for the North Pole.

The gathering is usually over by 6:45 so people can get home for Christmas Eve duties and joys.

This Thanksgiving Day, before the feast and football, lace up your running or walking shoes and meet Crestwood neighbors for some exercise and friendly competition for a good cause!

Whether you are a seasoned jogger competing for neighborhood bragging rights, or just looking for an excuse to reach for a second slice of pie later in the day, the Crestwood Turkey Trot is the perfect way to get your 10,000 steps in, take advantage of excess post-exercise oxygen consumption (EPOC), and help benefit our neighbor, Rock Creek Park.

The Crestwood Turkey Trot will feature a 1 mile family run/walk (strollers and wagons welcome) and a 5k run. The starting line is at The Triangle, near 18th & Argyle. Pre-registration is $20 per person, starting line registration will be $25.

Proceeds from this event will benefit Rock Creek Conservancy

Rock Creek Conservancy exists to restore Rock Creek and its parklands as a natural oasis for all people to appreciate and protect.

Rock Creek Conservancy is the only organization dedicated solely to Rock Creek and its parks. The creek meanders 33 miles through the Washington metropolitan area, crossing federal lands as well as district, city, county, and state boundaries. Although parkland borders much of the creek, the surrounding development threatens the health and beauty of these natural areas. Rock Creek Conservancy is uniquely positioned to foster outreach, education, and efforts to overcome threats to Rock Creek.

We work through a combination of education and advocacy. Our strategy is to build partnerships with government agencies, nonprofit organizations, community groups, and residents to work together to preserve Rock Creek for present and future generations.

As of 2017, Carter Barron Amphitheatre is closed for repairs. The National Park Service wants to take this opportunity to rehabilitate the beloved amphitheatre and as their official partner, Rock Creek Conservancy wants to make sure your voices are heard during the process.

As the National Park Service begins its restoration, the Conservancy is collecting your stories about the Carter Barron Amphitheatre on its website so that we can celebrate its rich local history and give it an even brighter future.

Estate Planning Seminar - Saturday, November 9, 1-4pm

Crestwood's Aging In Place Committee will be hosting an estate planning seminar on Saturday November 9, 2019 from 1 PM to 4 PM at Grace Lutheran Church, 4300 16th Street NW. Attorneys Chris Darby and Scott Wells will discuss various topics in estate planning. This seminar will be useful to ANYONE that is interested in estate planning, not just older adults.

Chris Darby is a founding member of Counselors Title, LLC and a principal in the law firm of Pardo & Drazin, LLC (formerly Darby, Nalls, Smyth & Muldoon, LLC). He is also the Co-managing Attorney of the Counselors Title Dupont Circle Office. A native of the Washington area, Chris entered into the title business in 1998 after receiving his law degree from the University of South Carolina.

Scott M. Wells, Esq., LL.M. has practiced law since 1985. He specializes in tax and estate planning. He worked for a large firm, of which he was part owner, until he semi-retired five years ago. He now operates as a solo-practitioner.

CASA Crestwood Was A HUGE Success!

On a gorgeous Fall Sunday one week ago, neighbors, friends, and supporters came, toured, viewed and generated a whopping $11,425 for Thrive DC at the 2019 CASA Crestwood Tour of Homes. $3,425 more than last year!

How? Short Answer: 230 of YOU!

Longer answer: More than 50 people stretched their wallets and contributed $50 per ticket for the chance to experience the first Mi CASA Es Tu CASA pre-party inside the stunning tree top home of Myron Murdock and Judith Herzog. Attendees were incredulous that the event was not catered out of a professional kitchen due to the magic that Bonnie Benwick created on a plate. Equinox restaurant even got in the picture, providing a gorgeous salad. The Crestwood Punch created by Made to Measure Cocktails was a hit. While this was our first Mi CASA es tu CASA, it clearly will not be our last!

Mother Nature smiled down on all of us as the day went from raging wet to shiny beautiful and the homes shone. The neighborhood was awash with people sharing stories, seeing homes, connecting and creating community.

The list of people who made this event soar is almost as long as the cast list for a biopic:

This years’ CASA was built from the walls of support from our homeowners! It is an understatement that offering your home is a singular gift. We could not have opened up a thing without: Kevin O. Ward & Tommy L. Callahan, Kathy Stein & George Jansen, Merry & Massie Ritsch, Emily & Keith Murphy, Saint John the Baptist, Jane & Vello Kuuskraa, and Mary-Morgan & David Culver.
Every event has the unseen and overworked volunteers who get it done without trumpets or glory. The CASA planning circle starts working in May and makes sure CASA pulls it off: John Favazzo, Pavan Khoobchandani, Beverly Wyatt, Daryl Muller & Deb Lathen. (Interested? You would not be far off if you thought you stumbled into a craft show when you visit this home. Jane volunteered for 21 years with the Smithsonian craft show and her home is the display cabinet: glass vases that emanate light, wooden baskets that soar, bisque ware bold and bright. Stunning Russian, Estonian and Australian pieces share the stage. Any seriousness you might expect with this quality of art is whimsically contrasted by her collection of teddy bears randomly sprinkled though out. Her son's first teddy bear - Herman Bear - led to a delightful proliferation.

There are other ways this home is unique including a kitchen in a closet in the living room - just ask! - and 5 1/2 baths.

Over the years the home has had many expansions, and while the impetus was convenience, the visual impact is more country garden. French doors hug the back of the home and open on to a splendid garden. Not your typical backyard, there are vases scattered among the grasses and you can hear the trickle of water flowing over a large rock. A Steinway piano will serenade your steps with classical music and whomever enters the home will be part of a select group: Over the 45 years Jane, Vello and their two kids lived here, only six parties have been held. A Colonial Revival Rescue

There is "love at first sight" and there is "horror at first sight." These owners had both! The home was advertised as "Mt Vernon meets Amityville Horror," yet they did not let that or rotted columns stop them.

They had a vision.

Although the house had not been lived in for years, they could see through to the other side helped along by symmetry and space. This 1931 Dutch colonial called their names and when their furniture fit perfectly in the home they knew it was their destiny. The sun shining through windows on three sides of the house reduced their doubts even more.

The owners learned the ways of painters and contractors. Ceiling lights, window pulls, and knobs were lovingly saved and refurbished. The original wood work was burnished and restored room by room and now it calls and winks as you walk through.

The home now a love story to the period with a gambrel roof, gable and shed dormers, and a porch with a hipped roof. The beautiful window treatments and wallpaper seal the deal. Kathy and George now have lived in this home as long as either has lived anywhere else.

Classic Comfort

Looking for more space after 10 years in a Bloomingdale rowhouse, these recent arrivals to Crestwood certainly found it in this six-bedroom Tudor. While the 90-year-old home’s exterior is classically Tudor, through a top-to-bottom renovation the homeowners found ways to incorporate Tudor details while bringing an open and bright feeling to the house. Removal of a staircase, relocation of a powder room and creation of a second entrance into the living room enabled a more contemporary, circular flow that works well for entertaining and for chasing around the family’s elderly terrier.

When the family bought the home in 2017 they enlarged the kitchen and added tones of midnight blue, white and sunflower yellow and it now functions as a central gathering place. 2018 Turkey Trot Results

Thank you for making the 2018 Crestwood Turkey Trot the most successful yet! It was amazing to see so many of you begin Thanksgiving by exercising for a good cause! In all, we had 215 people register for the Trot.

Thanks to your efforts, we raised around $3,000 for our friends at Rock Creek Conservancy, a nonprofit that works to restore Rock Creek and its parklands, and is at the center of the effort to make sure Crestwood residents have a voice in the Carter Barron rehab project.

Congratulations to Winston Bauer-Wolfe for running the fastest 1 mile recorded (6:51). And to Matt Hoelle for running the fastest 5K recorded (18:28). The finish times as self-recorded for the 1 mile and 5k can be found here (1 mile) and here (5k) - apologies for any misspellings.

Report On Clean Air Legislation Special Meeting

The DC Council is currently considering the Clean Energy DC Omnibus Act of 2018 which, if enacted, would make substantial changes to energy policy in the District. Over the past few months, some Crestwood residents have advocated for the CCA to pass a resolution in support of the bill.

Before considering a resolution, we held a special meeting on November 13 to learn more about the proposed legislation and provide neighbors an opportunity to ask questions. Our guest was Barbara Briggs, a long time human rights and environmental campaign organizer.

After the special meeting, the CCA voted to adopt a resolution in support of the bill. Because this issue is complex, I've written up some of the information we learned at the meeting and shared it on the CCA website. You can find the information here.

I want to emphasize that I am not an energy expert and this is definitely not a comprehensive analysis of the bill. If you spot any errors or omissions, feel free to let me know.

Currently, the bill has been separately and unanimously advanced out of both the Committee on Transportation and the Environment and the Committee on Business and Economic Development. The next step is a vote before the full DC Council.

Until then, if you have strong views on the bill and want to take action, a few things to keep in mind:

- DC Council: Our councilmember Brandon Todd is supporting the bill, but I don't believe he has taken a position on the Pepco amendment which was recently discussed on the listserv (and reported by the Post here). Share your thoughts with CM Todd at BTodd@dccouncil.us and let him know you're a Ward 4 constituent from Crestwood.

- ANC: Attend our next ANC meeting and share your views. (I'm not sure if a date has been set for a December meeting but if you're interested in attending, please write me at issues@crestwooddc.org and I'll keep you in the loop.)

- PSC: There is a hearing on Mayor Bowser's appointments to the Public Service Commission (which regulates Pepco) this Monday, November 26th at 10am in the Wilson Building, Room 120. E-mail cautrey@dccouncil.us if you'd like to testify.

RiverSmart Program Comes to Grace Lutheran Church

Grace Lutheran Church, located at 16^th and Varnum Streets, has been selected as one of six houses of worship throughout the District to participate in DOEE’s RiverSmart Communities 2018 grant program.

Launched in 2009, RiverSmart programs help to reduce stormwater runoff that harms the District’s waterways and the Chesapeake Bay. Many Crestwod residents have participated in RiverSmart programs, which provide financial incentives to help District property owners install green infrastructure best management practices (BMPs), such as rain barrels, green roofs, rain gardens, permeable pavement, shade trees, and more. These practices allow rainwater to stay on site and soak into the ground, where natural processes help remove pollutants. BMPs play an essential role in protecting, preserving and restoring our watershed and provide tremendous benefits for our communities, neighborhoods and individual property owners. Every municipality in the watershed is encouraging BMPs.

While prior RiverSmart Communities grant programs focused primarily on effective stormwater treatment, this year’s program emphasizes community engagement and outreach activities that will accompany the installation of stormwater projects.

“We are grateful to be a recipient of the RiverSmart Project Grant which helps us to expand our efforts to restore the environment. The environment is a precious and fragile gift. We look forward to sharing more about the project with our Crestwood neighbors” says pastor Wendy Moen, who is also a participant on Crestwood’s Green Team.

As you head south on Beach Drive or east on Park Road, you may notice road signs pointing to a tennis facility. But follow those directions and you won’t find a spot for your next match. Instead, the signs lead to a set of neglected clay courts overgrown with weeds and strewn with debris.

The site, known as the Peirce Mill Tennis Center, is owned by Rock Creek Park and sits off of Park Road by the southwestern corner of Crestwood. The National Park Service, which administers Rock Creek Park, previously maintained the courts through the same contractor who manages the Rock Creek Park Tennis Center at 16th and Kennedy Streets NW. However, the service was discontinued several years ago and the courts have since fallen into a state of disrepair.

A number of Crestwood residents recently took an interest in the site due to its proximity to the neighborhood. At the October meeting of the Crestwood Citizens Association (CCA), neighbors approved a general resolution to support redevelopment of the facility. Julia Washburn, Superintendent of Rock Creek Park, also attended the meeting and shared her enthusiasm for the rehabilitation of the center.

The CCA is currently working to develop a more specific redevelopment proposal to present to Superintendent Washburn and the National Park Service. At the October meeting, neighbors expressed support for a picnic grove with a pavilion, picnic benches, grills, outdoor fitness equipment, and a grassy field. Another proposal under consideration is the rehabilitation of the tennis courts – either as clay courts or by conversion to hard courts. The CCA proposal will also include suggestions for safe access to the facility, such as a pedestrian crosswalk over Park Road, better linkage to the Meadowlink Trail, improved lighting, and removal of the site’s parking lot. Superintendent Washburn shared a number of parameters that must be considered in development of the site, such as budget, ongoing maintenance requirements, and compliance with the Americans with Disabilities Act.

On Sunday, October 28, 2018, almost 200 neighbors and friends came out on a glorious afternoon and toured six Crestwood homes and an incredible Crestwood church, all to help combat homelessness. The event raised over $8500 for Thrive DC.

Report on the October 16, 2018 Crestwood Meeting

Dear Neighbors,

Thank you to everyone that came out this past Tuesday for the Joint ANC SMD 4A08/Crestwood Citizens Association Meeting! We talked about a wide range of issues, from clean air regulation to tennis courts, Rock Creek Park and Rock Creek Conservancy, and, of course, our furry friends.

Dog Waste Stations

Thanks to the generosity of a network of neighbors and sponsors, we now have eight neighborhood dog waste stations!

Two of them dispense bags for neighbors and dog walkers to use in picking up dog waste, and six of them have both doggie bags and trash cans to dispense with used bags. Please use them!

Please remember that cleaning up after your pet is the law. Pet waste contains harmful bacteria and parasites that make people and pets sick. When it is left outside, pet waste can be tracked into homes and cars or washed into our streams and rivers. Learn more here.

Below is a list of the stations and the generous people that have agreed to maintain them - meaning empty out the waste bin every week - a stinky job!

A special thank you goes to Commissioner Gale Black for supporting funding for these stations and the bags to fill them from the ANC.

Thanks also to Doug Barker for his Green Team leadership, George Chaconas for keeping the doggie bags filled for 10 YEARS and for monitoring all of the stations, and Carla Ferris from Waggamuffin Pet Care who purchased AND has agreed to maintain the new station at Blagden/Decatur/17th St.

Carter Barron Reconstruction

Rock Creek Conservancy Board Member Ethan Landis and Rock Creek Park Superintendent Julia Washburn discussed the plans for a restoration of the Carter Barron Amphitheatre. Julia noted that the project is in the planning stages and that there are a lot of options that are being evaluated including Ethan's suggestion of a cover/roof over the seating area, the development of space below the stage, and other betterments to the venue.

The Clean Energy DC Omnibus Amendment Act of 2018

We discussed a proposed ANC Resolution In Support Of The Clean Energy DC Omnibus Amendment Act of 2018, which calls for, among other things, a switch from an "opt-in" to purchasing electricity from renewable sources for Pepco customers to an "opt-out" model, as well as for 100% of DC's electricity to come from renewable sources by 2032.

There was general agreement that it was a very complex issue, perhaps deserving its own meeting with experts before we can take action as a neighborhood. One neighbor noted that there are people that can come and speak with us for more clarity, including what the financial implications of the proposal are. Peirce Mill Tennis Center

Issue Team Lead Peter Richman proposed a resolution, which passed and has been issued, calling for Crestwood to support the redevelopment of the Peirce Mill Tennis Center site, which is currently closed.

Julia Washburn, Rock Creek Park Superintendent, discussed some of the parameters and issues surrounding any development of the site. Peter has been collecting ideas for potential uses for the site (such as keeping tennis courts, making it into a pavillion, etc.). We'll send a separate update with more details soon.

ANC SMD 4A08 Commissioner Black

Commissioner Black presented her October 2018 ANC SMD 4A08 report as well as discussed recent legislation including those relating to required homeowner replacement of lead water pipes coming into their homes, the proposal to close Providence Hospital, the "Airbnb Bill," and roll out of small cell technology in the District.

Crestwood's Partnership with Rock Creek Conservancy

Crestwood has long worked closely with Rock Creek Conservancy for the benefit of Rock Creek Park, and we continue that partnership with our encouragement to attend the annual Rock Creek Gala on December 8, 2018.

Also, the proceeds from this year's Crestwood Turkey Trot will go to benefit the Conservancy, and we're planning some really cool things for 2019. Stay tuned!

This home joyfully screams family! It’s the perfect spot to raise kids and make lasting memories. The 1925 Wardman-style detached house has a living space organized around the center stairwell which permits dinner guests to flow between rooms and children to race in circles. The owners decorated to emphasize joie de vivre, vibrant colors, a bit of whimsy, and functional comfort.The home’s stately historic fixtures dance in unison with noisy modern flourishes such as street art from the French Quarter and a giant Sputnik-style Deco chandelier. Who else has a wedding photo of themselves marching down the street surrounded by trumpets and tubas in a second line parade ala New Orleans!

The home overflows with allusions to the owners’ hometowns New Orleans and Detroit. There is a stunning Max Stern’s photo of Mardi Gras Indians. A Cathedral in our Midst

“Mom, it’s a castle church!” said the young boy as they drove up to Grace Lutheran Church for the first time. Many of us say the same in Crestwood as we gaze at the gorgeous facade of Grace church. Even on faith row - otherwise known as 16th Street - Grace church stands out as a splendid example of neo-Gothic design. Grace Lutheran was placed on the vaunted National Register of Historic Places in 2013. The windows fascinate the eye - there are even two giraffes! Can you find them?

The building was designed by Rochester, NY native John William Corbusier who incorporated skillful massing and organic use of ornament, hallmarks of his style. The congregation was established in 1876 by those who wanted to worship in English rather than the founding language of German. Grace Church was built to be the “Lutheran Cathedral” in Washington, DC. They now welcome members from around the world with even a congregation of Ethiopians who worship in Oromo.

The Smithsonian's See Me Program
For Adults with Dementia and their Caregivers

The Smithsonian Institution's SeeMe Program is specially designed for people with dementia and their caregivers. This FREE program strives to provide engaging and uplifting in-gallery conversations for people with early stage dementia together with their care partners.

Research has shown that both the person with dementia and the person caring for them benefit greatly from the cognitive and social stimulation from programs like See Me.

Art Work Front and Center

Most homes have art work, while some homes have ART WORK! Our second home is a jaw-dropping, delight-inducing art exploration. The pieces are integrated into the living space as though they were family. Even the paint choices and lighting are supporting family members: Interior row houses tend to be lighting deprived and the owners have played to this with deep, rich mysterious colored walls.

This house is a classic Washington, DC rowhouse built in 1922. While some homes become strangers to their former selves after new owners take over, your Crestwood neighbors knew a good thing when they saw it. When the kitchen was remodeled in 2016, the original hardwood floors were exposed, making a striking contrast to the kitchen’s modern racy red range. At Home in the Trees

Our first home sits high on a hill and is famous for its incredibly steep San Fransisco style driveway. This detriment turned asset driveway means the home is a secluded retreat in the treetops! 2018 marks the 50^th Anniversary of the Citi Open (formerly the Legg Mason Tennis Classic). Here are a few interesting facts:

The Citi Open's owner and beneficiary is the Washington Tennis & Education Foundation(WTEF), a local non-profit organization that has been improving the lives of underserved youth in the Washington D.C. area for more than 50 years. Proceeds of the Citi Open help the WTEF accomplish its mission of building life champions through tennis and academic excellence by using tennis as an entry point to share life lessons with young people. WTEF gives underserved kids a safe environment they trust and where they can excel. Learn more about the WTEF's work in DC at wtef.org.
In 1968, Donald Dell and John A. Harris, co-founders of the tournament, wanted to start a tennis tournament in Washington DC. Dell, who was Arthur Ashe's agent at the time, knew that he needed a big name like Ashe to play in the tournament to give it credibility and draw a crowd. Ashe, a soon-to-be Wimbledon champion at the time, agreed to play in the tournament under one condition - that the tournament take place in a genuinely integrated environment. Dell and Harris wanted to find a public host site rather than a more typical country club, and the courts at 16th St. and Kennedy St. NW fit the bill. The tournament, which has gone through some name changes, has been played at the same location ever since.
The Citi Open has been part of some of the most innovative changes in tennis, including blue courts, instant replay/video boards in the stadium, US Open Series, Sunday Main Draw start and, starting in 2009, an ATP "500" level tournament.

How Will The Citi Open Affect Crestwood?

There will be increased traffic and parking restrictions in the neighborhood during the Citi Open. Councilmember Todd's office is working very hard to minimize the disruptions, but some neighbors will have to take some affirmative steps.

Starting Friday, July 27 at 11:59 pm until Sunday, August 5 at 11:59 pm, there will be "No Parking - Special Permit Holders Exempted" signs placed on a number of streets in the northern part of Crestwood (mostly Colorado, upper Blagden, Ave, Blagden Terr., parts of 17th and 18th, Decatur, Crittenden). Commissioner Todd's office will be issuing the Special Permit parking passes to affected neighbors starting on July 14.

In order to park on the street, affected residents will need to place these passes on their dashboards from July 27 to August 5 or their vehicles may be ticketed or towed.

Reminder To Check For Ticks

The Washington Post recently ran an article highlighting a rare but serious case of tick paralysis caused by an undetected tick bite on a 5-year old child.

With many of our children going to outdoor camps and all of us generally being outside more in the summer, this is an important reminder to protect yourself from ticks and check for ticks every day.

One of the easiest way to get rid of certain ticks is to take a shower or bath every day - many times this can wash away ticks that haven't yet attached. BUT - a shower or bath won't wash away ticks that have attached. Prevention such as long sleeves and repellent is still very important.

Update On Sinkhole At The Point

There is a sinkhole in the woods at the Point, near 18th & Randolph St.

It was caused by a corroded corrugated metal storm sewer pipe that conveys storm water through the woods into Piney Branch Creek.

The pipe collapsed, creating the sinkhole and other erosion in the area.

Commissioner Black, your ANC SMD 4A08 commissioner, has been doing a lot of investigative work on this issue, and reports that the sinkhole is in the process of being repaired.

DC Department of Energy and the Environment (DOEE) is working with the National Park Service (NPS) to get an environmental assessment completed on numerous locations throughout the park.

This storm pipe is located is one of the locations that DOEE would like to rehabilitate utilizing a natural regenerative conveyance system, which will eliminate the need to use a pipe.

DOEE’s project will remove the pipe from the park and convert the manhole at the street to an outfall.

It is estimated is that this work will occur at least is 2 – 3 years in the future.

May Events In Crestwood

Spring is here, flowers are blooming, and we are excited to announce three great opportunities this May to meet and mingle with your Crestwood neighbors!

The CCA Green Team is in the process of putting together a Garden Tour on May 12. It is simple to host, just allowing a group of neighbors to walk around your garden for a half-hour or so – and maybe answering some questions about your plantings. We need 4-6 gardens to have a successful tour, and we are still looking for neighbors to offer up their gardens to be on the tour. Ideally, all of the gardens will be walkable from Buchanan St. (which is where the current gardens on the tour are).

In the past, the tour has been a delightful way to not only see some amazing gardens and enjoy spring in Crestwood, but also to catch up with old neighbors and meet new ones! If you are interested in offering your garden or learning more, please contact Susan Plaeger at susan2249@verizon.net.
The CCA Annual Meeting will be on Tuesday, May 15 at 7:00 pm at Grace Lutheran Church. We have invited the new MPD Fourth District Commander to meet with us, and we will be discussing an update to the 2007 Crestwood Neighborhood Plan. And, as always, this is a venue for residents to raise any issues or concerns they may have. We'll also be electing a new CCA Board - there will be a vacancy for the position of Communications Director, so if you have been waiting to get involved, now is the time! If you're interested in running, please contact president@crestwooddc.org.
On Sunday, May 20, lunch is on us! The Mahshie Fazio Partnership is sponsoring a Crestwood Citizens Association Spring Picnic from 1-4pm at The Triangle (18th & Argyle), featuring delicious food from two popular DC food trucks, as well as a free raffle for Annie's Ace Hardware gift cards, and much more!

PLUS, We are reaching out to young neighborhood performers to see if they would be interested in performing at The Triangle during the event. Whether your child is in a band, a soloist, singer, performer, poet, or something else - if they would be interested in performing please send a note to info@crestwooddc.org. If there is enough interest, we will look into putting together an opportunity to showcase their talent! We have a couple of acts so far - but need a few more to make it work!

David Swerdloff Presentation - Rock Creek Park & US Presidents

Sinkhole At The Point

Please note that there is a sinkhole in the woods between 18th and Quincy and Crestwood Drive, NW at The Point (see video below) caused by a collapsing corrugated drainage pipe from Quincy Street/Crestwood Drive going down to Piney Branch. The area has been taped off and fencing should be installed shortly. National Park Service is aware of the situation and is developing a plan on a long-term solution. Please use caution when walking in these woods.

Passing Of Lisa Schreiber

It is with great sadness that we inform the Crestwood community of the sudden passing of our neighbor and the co-owner of Wagtime, Lisa Schreiber. Lisa passed away on Wednesday from acute pneumonia.

Report on January 16, 2018 Joint SMD 4A08/CCA Meeting

Thank you to the neighbors that came out yesterday for the January 2018 joint SMD 4A08/Crestwood Citizens Association meeting! Turnout was low, but we met a new Crestwood resident and also got to spend some time with our invited guests. The meetings are fun and informative and we hope that more neighbors take the time once a quarter to participate in Association meetings.

Crime In Crestwood

We were so happy to have PSA 404 Lieutenant Frank Martello talk to us about crime in PSA 404 and in Crestwood, and to answer questions. As a reminder, you can always find Crestwood crime stats and information here. December's crime stats can be found here.

Lt. Martello provided his email address (francis.martello@dc.gov) and telephone number ((202) 731-2493), and noted that while residents can contact him with any questions or to discuss any issues, if you see a crime or suspicious activity in process, it's always better to call 911.

Calling 911 to report suspicious activity serves two purposes: 1) MPD can send a car out and possibly stop a crime or arrest a suspect; and 2) it lets would-be thieves know that the neighborhood is watching. Commissioner Black noted that at times in the past when there has been an uptick in crime, sending a signal (by calling 911 to report suspicious activity) has resulted in a decrease of crime. (Please note, when we talk about suspicious activity, we are talking about things like someone walking down a street peering into each car or trying door handles - simply walking down a street is not suspicious activity).

Some of the other highlights:

Auto thefts: PSA 404 as a whole has seen an uptick in stolen automobiles. Lt. Martello noted that while this is concerning, it is important to note that a good portion of the "automobiles" that are stolen are actually mopeds or motorized scooters (not Vespas or the like) because those are classified as "automobiles."
Another portion of stolen automobiles, especially in the winter, are cars that residents are warming up - when would-be thiefs see an unattended vehicle running, it's a crime of opportunity.
Another crime of opportunity is car break ins - if a would-be thief sees even an empty box or bag in the car they will break a window and see if there's anything in it - they can do this in under 10 seconds.
Often times (but not always) home burglaries result from an unlocked basement window - make sure to lock your doors and windows.
Lt. Martello said that he was going to check in on the status of some of the burglaries that have happened in Crestwood recently.

Carter Barron Stormwater Retrofit Project

Cecilia Lane, Watershed Protection Division, Department of Energy & Environment, presented the 60% design for a project designed to combat water runoff at the Carter Barron tennis stadium site. The idea is to get the water into the ground rather than have it go immediately into a storm drain. They want to capture 90% of the water from each rain even to redistribute water to ground. The don’t expect any road closures, and anticipate starting work in April, ending in September 2018. Carbon Fee and Rebate

Crestwood neighbor Andrew Zimdahl presented a proposed resolution of the CCA regarding DC legislation that would create a carbon fee-and-rebate policy for Washington D.C. The legislation would phase in a fee for CO2 emissions with a corresponding rebate to DC residents, especially lower-income residents, intended in part to offset the cost of utilities. It looks like a key vote on this bill may come from our council member, Councilmember Todd. Andrew said that the legislation would mean 23 percent drop in carbon emissions, which would mean less carbon harming our lungs and our atmosphere, more investment into energy efficiency solutions, and a faster transition to clean, renewable energy sources.

Neighborhood Plan

Our last neighborhood plan was in 2007. We will be updating it this year. Please let us know what policies and actions are important to you. Commissioner Black detailed some of the areas we may want to focus on such as a trail to connect Crestwood to Mt. Pleasant and the residential zoning of Crestwood. But we'd like to hear from you as to what's important to you!

Residents Concerns

The following concerns were raised:

FedEx and UPS drivers tend not to ring the bell when dropping off packages. Lt. Martello suggested contacting FedEx or UPS and telling them that you would like your bell rung. We may look into whether we can contact them as an Association.
There's an area on Upshur where the parking signage is unclear - there is a No Parking sign with arrows both ways - Lt. Martello believed that meant there is no parking to the end of the block, but noted that parking in generally within the scope of DPW not MPD.

We thank Pastor Wendy of Grace Lutheran Church for allowing us to use the church's meeting space. Pastor Wendy noted that the Holiday Diaper Drive collected around $400 in diapers for the Greater DC Diaper Bank!
This past Monday, the Crestwood Green Team held an invasive ivy clean up event where about 30 neighbors cut ivy from about 70 trees. Kudos!

Call For Snow Shoveling Volunteers

The Association's Aging-In-Place Action Team, as one of its initiatives to assist older adults remain in their homes safely, connects neighbors that have volunteered to help shovel snow with older adults in the neighborhood that have requested such help.

If you would like to volunteer to be contacted when there is a snow event to see if you are available to shovel snow for a neighbor, please send an email to the Aging-In-Place Action Team at olderadults@crestwooddc.org.

Please note that this initiative is distinct from and supplements the District's Resident Snow Team. Additional safety tips for older adults can be found here.

New DC Recycling Requirements Begin January 1^st

Expanded List of Recyclables Supports District’s Goal of Diverting 80% of its Waste

Earlier this year an expanded list of recyclable items was announced in the District. While residents serviced by the Department of Public Works (DPW) have been able to recycle the new items for several months, starting on January 1, 2018, all residential and commercial properties—including multi-family dwellings, office buildings, and restaurants—will be required to recycle this full suite of materials. And to make things simple, the items that should be recycled are now uniform throughout DC—whether you’re at home, work, or school.

The District strives to achieve a goal of diverting 80 percent of citywide waste from landfills and waste to energy facilities. The increased number of recyclable items and focus on resident education aims to assist in achieving this goal.

New items added to the list of recyclable items in the District include: pizza boxes; paper and plastic plates, cups, lids, and to-go containers; plastic produce, deli/bakery containers, and trays. Through the addition of these items, the District joins a select group of cities that accept foodservice packaging for recycling, thereby supporting the development of local and national solutions to recycling new materials.

As a reminder, plastic bags, wraps, and film are not accepted in the District’s recycling. These items clog facility equipment, imposing downtime and safety hazards to recycling facility employees. Many supermarkets and large retailers have plastic shopping bag return/recycling bins in their stores. Residents are asked to place recyclables into their blue bins loose, or in paper bags.

Background:

The Mayor’s List of Recyclables was developed following a survey of eight material processing facilities (MRFs) within a 45-mile radius of the District. Materials added to the list were accepted by a majority of MRFs in the region. The Mayor’s List is a requirement of the Sustainable Solid Waste Management Amendment of 2014. The purpose of which is to provide a single comprehensive list of recyclable and compostable materials for DC residents, schools, and businesses.

Santa in Crestwood!

Kathy and Arthur Frank hosted a joyous Santa Meet and Greet, where kids and parents mingled and took photos with Santa. There was a stroller parking lot in their driveway, and it was great to spend time with so many Crestwood neighbors!

2017 Crestwood Turkey Trot Results

The 2017 Crestwood Turkey Trot was the most successful yet! It was amazing to see so many neighbors and friends begin Thanksgiving by exercising for a good cause! In all, we had 199 people register for the Trot.

Thanks to everyone's efforts, we raised $2,710 for All Our Kids, Inc (AOK), a nonprofit organization that impacts the lives of District young people, and began in the home of Crestwood residents David Simpson and Kathy Fletcher.

Congratulations to Max Bank for running the fastest 1 mile recorded (8:08). And to Michael Earls for running the fastest 5K recorded (18:30). The finish times as self-recorded for the 1 mile and 5k can be found here or at https://goo.gl/ZmYVqs - apologies for any misspellings.

Albino White Squirrel

Many people have spotted the albino squirrel living off of 17th St between Taylor and Varnum over the past 3 weeks. It's not the best photo, but still pretty neat as this is rare.

As you can see from the pink eyes, he is a true albino, not a recessive white squirrel. Note information from below from Wikipedia

Although these squirrels are commonly referred to as "albinos", most of them are likely non-albino squirrels that exhibit a rare white fur coloration known as leucism that is as a result of a recessive gene found within certain Eastern gray squirrel (Sciurus carolinensis) populations, and so technically they ought to be referred to as white squirrels, instead of albino.

Report on 10/3/2017 ANC 4A Meeting

Dear Neighbors,

I wanted to send you a quick note regarding yesterday's ANC 4A regular public meeting. I was only able to make the end of the meeting, so really I am just reporting on the status of the Airbnb bill.

To recap (for those of you who don't study and memorize every email we send out!), Commissioner Black and the Association discussed the proposed Short-term Rental Regulation and Affordable Housing Act of 2017 at the last Joint SMD 4A08/CCA meeting, and online in a discussion forum. We listened to and heard your comments. A summary of the majority of the comments that we received are as follows:

We are concerned about "party houses." The proposed bill protects against that.
The rental limitation to 15 nights is too low.
Residents should be able to rent out their homes if they go away for the summer or winter, or for example a 2-4 month or more range.

At yesterday's meeting, Commissioner Black proposed a Resolution supporting the proposed bill, but with a 30-day limit on "vacation rentals" (as defined in the proposed bill). I appeared before the ANC yesterday and conveyed that Crestwood residents support the proposed bill, but agreed that the 15-day limit on "vacation rentals" is too low and should be raised to 30 days.

I also conveyed that my understanding of the bill is that it only prohibits "short term" rentals, defined as under 30 days. My reading of the proposed bill is thatit does not prohibit a homeowner from renting out their home, on Airbnb or VRBO, etc., for more than 30 days under a single rental (as opposed to, for example, multiple 4 week rentals). What this means is that if you go away for the summer and want to do a house swap, and enter into a 3 month rental agreement with someone, that would not be prohibited. And, under the "vacation rental" provision, you could do short term (say one-week) rentals of your home while you are away for up to 30 days.

And, if the homeowner is present at the property, they can rent out a room or basement apartment for as short or long as they want.

I believe that the change to 30 days and this reading of the bill would satisfy the majority of the concerns raised by Crestwood residents.

The ANC passed the Resolution. However, I believe that there is a lot of confusion over what this bill means. I was told yesterday that the DC Council will be hearing additional testimony regarding the proposed bill in the coming months. We'll keep you posted.

WHAT DOES IT MEAN WHEN AN ANC PASSES A RESOLUTION?

ANCs can make recommendations that city agencies have to give “great weight” to when making decisions. Great weight requires a government agency to respond, in writing, to concerns raised by an ANC. While great weight demands that agencies explain their course of action, it doesn’t actually require an agency to change its course of action.

WHAT'S AN ANC?

An ANC is a non-partisan, neighborhood body made up of locally elected representatives called Advisory Neighborhood Commissioners. They are a unique feature of the District's Home Rule Charter.The ANCs' main job is to be their neighborhood's official voice in advising the District government (and Federal agencies) on things that affect their neighborhoods.

ANC Single Member District (SMD) 4A08 covers all of Crestwood and is the equivalent of census tract 26.

Russian Orthodox Cathedral of St. John the Baptist

Nestled right at the entrance of the Crestwood neighborhood is the stunning Russian Orthodox Cathedral of St. John the Baptist, built in 1958. The church consists of approximately 400 members, including some of the original founders who helped establish the parish in 1949. Everything about the church edifice speaks of a rich Russian ecclesiastical heritage. The building is executed in the 17th-century Muscovite-Yaroslav-style.

Gilded onion domes, each crowned with a traditional Russian three-barred cross, a belfry, and icons of scenes from the life of St. John the Baptist above the three doors adorn the exterior. Murals and numerous centuries-old icons and an imposing four-tiered iconostasis make up the interior.

This is a true neighborhood jewel that folks will not want to miss!

Walking into Darryl and William's home, time stops and the decades fade away. In this Tudor home the 1920s surround you with furnishings redolent of another era and lighting reminiscent of another tempo. The home chemistry straight out of a fairy tale stopped their search because they could not resist a Crestwood hearth with an original floor plan and architectural details. For some love takes time and for others a mere glance is enough. Mark's passion for his home needed no patience and was sealed by the divine moldings, beautiful high ceilings, and striking rooms. Report on September 19, 2017 Joint SMD 4A08/Crestwood Citizens Association Meeting

We had a great joint SMD 4A08/Crestwood Citizens Association meeting last night! Many neighbors joined us to discuss and comment on a variety of issues, and we want to provide the entire neighborhood with a summary of the discussions.

Airbnb

We discussed the proposed so-called Airbnb bill, which is actually called the Short-term Rental Regulation and Affordable Housing Protection Act of 2017. You can read the proposed legislation here. Crestwood resident John Boardman presented a summary of the rationale behind the proposed bill, as well as a draft Resolution supporting the bill (with one change to the proposed bill). There are a number of considerations regarding the proposed legislation that were discussed, such as:

We don't want "party houses in Crestwood." The proposed bill protects against that.
What if a homeowner wants to go away for the whole summer and rent out their house on Airbnb? This would prohibit that?
What about if someone wants to do a house swap for an extended period - where only one person will be renting for the whole time? Is that not allowed?
Homeowners need to be careful – under current laws, their Airbnb guest could wind up having TOPA rights, should they decide to sell their home. So it’s important that these short term people are exempt from any tenant right to purchase laws

The Crestwood Citizens Association has been asked by a Crestwood resident to issue a Resolution supporting the bill, except for the 15 day maximum - the proposed CCA Resolution would allow for a maximum of 30 days. Carter Barron Stormwater Retrofit Project

Cecilia Lane, Watershed Protection Division, Department of Energy & Environment, presented a 30% design for a project designed to combat water runoff at the Carter Barron tennis stadium site. The idea is to get the water into the ground rather than have it go immediately into a storm drain. They want to capture 90% of the water from each rain even to redistribute water to ground. The don’t expect any road closures.

Emergency Preparedness

We did not hear from the community liaison for the Homeland Security and Emergency Management Agency. However, Commissioner Black noted that we should all think about where people in the neighborhood would go in the event of an emergency (earthquake, flood, etc.), how we would protect our older adults, whether we all have individual emergency plans if we lose electricity. Commissioner Black also noted that we will look into safety issues especially given the recent home invasion, as well as attempted break ins. If there are any potholes on your block, let Commissioner Black know.

Resident Concerns & Comments

The following concerns were raised:

Is there any way to encourage the repair of Broad Branch Road, at least from Beach to Brandywine, at the same time that Beach Drive is closed, so that we won't have another disruption later?
A resident requested a neighborhood watch sign in the 1800 block of Allison.
Is there any way to prohibit solicitors anywhere in the neighborhood?
There are pharmacies that deliver prescriptions to Crestwood, including Metro Care Pharmacy and Safeway.

We had a gorgeous day and great turnout for this year's picnic. We also had a very brief appearance from our friends at the Fire Department before they were called away on a call.

Mayor Bowser and Councilmember Todd and their staffs were able to meet and mingle with Crestwood neighbors, while kids biked and scooted and ate and drank! It's true that the smell of a grill can spark up nostalgia!

Report from the Crestwood ANC Advisory Neighborhood Commission
Single-Member District, 4A08

ANC 4A meets on the first Tuesday of every month from September to June. SMD 4A08 meets four times a year in conjunction with the Crestwood Citizens Association. The meetings are held in September, January, March and May.

The Commissioner for Crestwood (4A08), Commissioner Black, reports that these are among the issues she has been following for the neighborhood:

Changes to the DC Zoning Comprehensive Plan and regulations. The city made changes to the use of residential housing to permit rentals (accessory dwellings), eliminate parking, change the building height and density requirements in some areas, allow grocery stores and change the rules for at home businesses. ANC 4A questioned why some of these changes are necessary and what the impact will be on residents in single-family, primarily residential areas, like ours, which is zoned R-1 and R-2. The ANC passed a resolution. Commissioner Black participated at the meetings before the Office of Planning.
New house construction like the ones added to Mathewson Drive and on Trumbull.
The “doggy poop” signs and bags were also financed through ANC 4A for the benefit of the 4A08 area. The ANC also pushed for the repairs to the water-overflow at 17^th and Taylor Streets, NW.
We provided comments on the proposed amendments to the Comprehensive Plan.
We are looking to revise our neighborhood plan which is on the website.
We are trying to identify locations for a tot lot in Crestwood. Ownership of the parcel near the Triangle is uncertain. Nothing new.
We agreed that for safety reasons, there should be a pedestrian path on Blagden and on Mathewson. The location and design is still being considered. The city is supposed to provide us with revised plans for our comments. This matter will be addressed by the ANC SMD 4A. We worked with the city in its plans and operation of the annual Tennis Tournament, July 29 to August 4th.
We are trying to get more information regarding DC Water’s discharging of water at the corner of Shepherd and Argyle around 9:30 AM each day.
We are trying to work with neighbors to assist them in fighting foreclosures and tax sales and letting neighbors know how they can challenge their real estate assessments.
We continued to urge the city to address the dangerous dead city trees and overhanging branches on a number of our Crestwood streets. We had the DC Arborist attend one of our meetings.
Grace Church. The Church sought and was granted historic designation.
We try to raise awareness about invasive plants and animals. We also try to raise awareness about avoiding scams. Beware of folks selling items or contracts door-to-door. Ask for their DC license number. Don’t agree to add on fees, like a $150 cancellation fee. Be very careful in giving out your email or personal information. This is often used as a phishing or marketing tool.

SMD 4A08's Accomplishments and Future Work

Ironically, one year when the Crestwood Citizens Association Board held its November meeting, it met in candlelight – because the lights went out at 5:07 PM and stayed out for 2 hours. PEPCO has improved, after the neighborhood complained - that's the power of civic involvement.

Some other areas of focus for SMD 4A08:

PEPCO reliability and crime deterrence remain priorities.
Street repairs and park access are also important.
Accessory dwellings, zoning, AirBNB issues.
We are working on making sure restoration of the entire road network within Rock Creek Park is done sooner rather than later and remains available for our use. The city is still studying alternatives uses which might delay or stop the needed water remediation and repairs or change the configuration away from being a two-lane road for cars. We are concerned that the city is wasting time and money studying “alternatives” that are not feasible or beneficial for Broad Branch.
We are concerned that the city did not accept our recommended approach with the repair of Beach Drive – which might mean that we will be land-locked when the repairs continue, depriving us of access via Blagden Avenue to Beach Drive.

Friendly reminders: Please do not leave valuables in your car. Please keep the noise down, restrain your dogs and, if you must use leaf blowers, look for quieter models.

Come learn ways to decrease the likelihood of your becoming a crime victim. About 80% of crime is preventable through simple changes in behavior. Pictures of crime scenes will be explained as to the behavior that caused the crime to be committed at that location, or on a particular person. If we can eliminate the Crimes of Opportunity, our officers can spend more time working to solve and prevent more violent crimes rather than sitting in squad cars writing reports for laptops left in cars and then stolen.

Forming a Neighborhood Watch on your block can help eliminate crime. If everyone on the block knows the residents on the block, and a buddy system is established, individuals who do not live on the block will become more obvious. If they are entering a home where neighbors know they do not belong, or where neighbors are away on vacation, the homeowners can be called to see if everything is ok, and if not, then call 911 to report a possible crime in progress.

By forming a Neighborhood Watch, neighbors help neighbors not only by watching their homes, but by being available during emergencies, illnesses, lock-outs, and gatherings. Neighbors who care for each other are more likely to get involved when a crime is being committed by observing and reporting. As block captains, however, we are not vigilantes, but we are vigilant and report crimes to MPD.

CRESTWOOD'S NEW WEBSITE!

The Crestwood Citizens Association is excited to spread the word about the newly-redesigned Crestwood website! You can still access the website at the same url as always:www.crestwood-dc.org, and the url crestwooddc.org will also work. (CCA email addresses will not have the hyphen).

Crestwood's website has been a source of valuable information and updates about the neighborhood for many, many years. We hope you will enjoy the refreshed site - all the old content is still there, and we hope that the new website will provide additional opportunities for neighbors to connect with one another.

To get you started, we invite you to take a look at the photo album for the 2017 4th of July Parade. We had a fantastic turnout and got an inadvertent relief from the heat with a NYC-style fire hydrant sprinkler! Thank you to everyone that walked, biked, decorated, attended, brought delicious breakfast treats, and helped set up. A special thanks to Harriet Winslow for coordinating the event!

At the top right of the website you will see a profile icon - that is what Association members will be able to use to manage their membership (if they want to), and where neighbors can sign up for membership and pay dues (only if they want to!). 9:30am - to decorate bikes, strollers, scooters and enjoy breakfast munchies.

Everyone is encouraged bring a breakfast snack to share

10:00am - the Parade will begin!

Location - Gather in front of 1810 Shepherd St. NW. We will enjoy muffins, bagels, coffee, and juice while the kids decorate their bikes, scooters, strollers, wagons, and anything else you would like to bring!

Parade Route: The Parade will start at 1810 Shepherd Street and continue to 18th to Taylor to Argyle and back to Shepherd.

Everyone in the community is welcome to walk or take a seat and cheer on the parade! Please spread the word to your neighbors!

If you can, please bring breakfast food or beverages to share with the group.

Update on Beach Drive Phase II Construction

We have just received a letter from DDOT regarding ANC 4A's Resolution and request that Phase II of the Beach Drive construction project be split into two segments to allow Crestwood residents continued access west of Rock Creek Park via Blagden Avenue.

DDOT has indicated that they will not be following the ANC's recommendation, and that Blagden Avenue will end in a dead end during Phase II, as was originally publicly stated.

As you can see in the letter, DDOT cites safety concerns as well as constructability and timing concerns as reasons for its decision. DDOT states that the work, if done in one segment, is expected to take approximately four months, as compared to an estimated eight months if Phase II was split into two segments as the ANC recommended.

DDOT states in its letter that it will attempt to reduce the impact of the closure to residents using detours.

The latest word from DDOT is that the work is expected to begin this summer. We will communicate if and when we get additional information on the timeline.

Commissioner Black and the CCA are evaluating the letter and what, if any, response will be made to DDOT. Please email president@crestwooddc.orgwith any comments or concerns.

Report on the June 20, 2017 Joint CCA/ANC SMD 4A08 Meeting

On Tuesday June 6, 2017, the Crestwood Citizens Association and Advisory Neighborhood Commission (ANC) Single Member District 4A08 held a joint quarterly meeting at Grace Lutheran Church. Pastor Wendy Moen kicked off the meeting by thanking everyone in attendance and noting that she makes herself available to anyone that would like to meet, chat, take a walk, or otherwise connect with her.

There was a good turnout, especially from Blagden Avenue neighbors, including what must be one of Crestwood's very youngest residents whose parents should be commended for teaching the importance of civic involvement from such a young age!

Blagden Avenue and Mathewson Drive Sidewalks

Jim Sebastian and Ted Van Houten from DDOT attended the meeting and presented an update on the status of the Blagden Avenue sidewalk design. Ted explained that the September 2016 Livability Study recommended a sidewalk be installed on Blagden Avenue to facilitate safe access to Rock Creek Park, and that the Study was part of the "planning phase" of the sidewalk. Ted further explained that DDOT is now in the "design phase" and will be conducting a field study and looking at other issues such as the location of utilities and catch basins in order to prepare a design for the sidewalk.

DDOT will later be looking into other additions to Blagden Avenue such as a bicycle facility and a slow zone. However, at this juncture the sidewalk is the focus of DDOT's efforts. There is a possibility that the bicycle facility could consist of a shared use path/sidewalk.

Ted and Jim confirmed that no final decisions have been made with respect to whether the sidewalk will be built on the existing roadway or on DC's public right of way. The option of the sidewalk being constructed entirely in the existing roadway is still on the table. Wherever the sidewalk is build in the roadway, Blagden Avenue will be narrowed and will lose one of the two existing parking lanes. DDOT is not able to provide a timeline for the design or construction of the sidewalk at this time.

Crestwood residents were able to share their views and opinions regarding the Blagden Avenue sidewalk. A few of the comments were as follows:

Speeding is a huge issue on Blagden Avenue. Signage hasn't helped. A stop sign camera was installed near the area where the sidewalk will be installed, and it issued 963 tickets in a recent month. Yet, the speeding has not abated. Constructing the sidewalk on the roadway and narrowing Blagden Avenue (referenced as a "road diet") would act as a traffic calming measure since the roadway would be narrower. In addition, constructing the sidewalk on the roadway would result in no loss of impervious surface and the loss of no trees.
If Blagden Avenue is narrowed, DDOT should make sure that the Fire Department knows about it in case it affects how fire trucks can move along Blagden.
If the sidewalk is constructed partially on the public right of way and partially on the road, there will be areas where the sidewalk curves out into the road. Given the speeding issues mentioned above, there is a risk that a driver could not see where the sidewalk curves and end up jumping the curb, especially on a dark and/or rainy night.
If the sidewalk is constructed in the road, snow plows would plow snow right onto it, making it even more difficult for residents to shovel the sidewalk.
The lack of timeline is an issue - there are a lot of children that use the area, and the current conditions, with people being required to walk on the street, are very dangerous.
There would be benefits to having the parking lane be adjacent to the sidewalk, not on the other side of the street. For example, the safety of people exiting parked cars and of pedestrians and a mitigation of the snow plow issue mentioned above.
It is important to remember that bicycles also use Blagden Avenue and for this to be considered in design considerations.
The gaps in sidewalks throughout Crestwood are an issue, especially for the safety of children.

Next Steps: When the design has come along further, DDOT will connect with the CCA and the SMD 4A08 Commissioner for comment. Crestwood residents will have an opportunity to provide comments regarding the proposed design. Jim noted that the input of residents, as well as the ANC and other criteria, are taken into account when DDOT makes its design decisions, with the ANC's position to be given "great weight."

Mathewson Drive: There also will be a sidewalk constructed on Mathewson Drive. Initially it was to be constructed on the south side, now it looks like it will be on the north side. DDOT will issue a Notice of Intent for comment. Currently, the funding is only for Mathewson Drive, not for any portion of the sidewalk on Upshur - it was noted that adding a sidewalk to one house on Upshur St. would alleviate the current gap that exists and would provide continuity to the new Mathewson sidewalk.

Beach Drive Phase II Construction

Residents noted that the access to the path at the intersection of Blagden and Beach drive is very dangerous, for both bicyclists and pedestrians. It is expected that this issue will be addressed as part of Beach Drive Phase II.

Jim and Ted said that they would look into the status of the ANC 4A's request that Phase II of the Beach Drive construction be split into two segments to allow Crestwood residents continued access to cross Rock Creek Park from Blagden Avenue during the construction of Phase II

DC Comprehensive Plan

Commissioner Black provided thoughts on the DC Comprehensive Plan as it affects Crestwood that have been presented to ANC 4A . Any Crestwood residents that have additions or comments should send them to the Commissioner or the Association ASAP. One resident noted that the future of Carter Barron should be addressed, which Commissioner Black agreed with.

This comment period (which will not be the only comment period) closes on June 23. The Association will be endorsing these comments unless it hears otherwise.

Councilmember Todd's Office

Dolly Turner from Councilmember Todd's office presented updates on DC Budget items that benefit Ward 4 including funding for school modernizations and capital improvements, childcare vouchers, Upper 14th Street Green Team, and for the Safe at Home Program for District Seniors. She noted that the Councilmember is following the DDOT issues closely. Ms. Turner also fielded requests for information and questions from residents for review by Councilmember Todd's office.

DC LED Street Lights

On June 19 ANC 4A passed a Resolution on LED street lights, which tracks the resolution previously approved by the CCA. The Resolution recommends that DDOT use warm-white 2700 Kelvin LED lights for street light installations rather than the current 4000 Kelvin blusih-white lights.

Report on the June 6, 2017 ANC 4A Regular Meeting

On Tuesday June 6, 2017, Advisory Neighborhood Commission (ANC) 4A held its regular public meeting. A number of proposed resolutions were discussed and voted on including a number of resolutions relating to the Walter Reed site. In addition, representatives from Councilmember Todd's office and Mayor Bowser's office presented updates regarding new and pending legislation and the DC Budget.

SMD 4A08 Commissioner Gale Black, in response to an inquiry from a community member in another SMD where a livability study has been proposed, described Crestwood's experience in reviewing and making recommendations on the Rock Creek East Livability study, including the current phase we are in, where DC has started implementing recommendations of the study and we are working with DDOT on design decisions and alternatives.

Commisioner Black also introduced two resolutions that were passed by the and that relate directly to Crestwood:

The ANC passed a resolution proposed by Commissioner Black stating that the ANC supports using any funds or services that have been earmarked for the construction or repair of Carter Barron for that purpose only, and that such funds should not be re-purposed.
The ANC also passed a resolution proposed by Commissioner Black calling for DDOT to respond promptly to ANC 4A's October 2016 resolution regarding the the construction on Beach Drive. The October 2016 resolution called for Phase II of the construction to be split into two segments so that Crestwood residents would continue to be able to cross Rock Creek Park from Blagden Avenue.

Initially, Commissioner Black was going to propose a resolution regarding the design for the Blagden Avenue sidewalk, because it was expected that a Notice of Intent would have been received. However, we have been told that the design work is still being done on the Blagden Avenue sidewalk, and as such the issue was not discussed. However, there will be a discussion of the sidewalk at the joint SMD 4A08/CCA meeting on June 20 at Grace Lutheran Church at 7pm. Ted Van Houten, DC Department of Transportation Planner will participate.

In addition, the June 20 meeting will be to discuss the portions of the DC Comprehensive Plan that relate to Crestwood. Commissioner Black will use the discussion from the June 20 meeting when considering her input into the ANC 4A recommendation regarding the Comprehensive Plan.

About the ANCs: An ANC is a non-partisan, neighborhood body made up of locally elected representatives called Advisory Neighborhood Commissioners. They are a unique feature of the District's Home Rule Charter and were established to bring government closer to the people, and to bring the people closer to government.

The ANCs' main job is to be their neighborhood's official voice in advising the District government (and Federal agencies) on things that affect their neighborhoods. Although they are not required to follow the ANCs' advice, District agencies are required to give the ANCs' recommendations "great weight." Moreover, District law says that agencies cannot take any action that will significantly affect a neighborhood unless they give the affected ANCs 30 days advance notice. This includes zoning, streets, recreation, education, social services, sanitation, planning, safety, budget, and health services.

The ANCs may also initiate recommendations for improving city services, conduct neighborhood improvement programs, and monitor resident complaints. ANC 4A information is available at http://anc4a.org.

Note from the Incoming President

I am so excited to have the opportunity to continue the great work that Karen Howard and John Mahshie, Gale Black before them, and the entire CCA Board and Committee Chairs have done over the past years. My wife Rita and I moved to Crestwood a little over 5 years ago for the people that live here, and the people of Crestwood continue to inspire me. The new CCA Board already has a lot of ideas for the Association, most of which involve making the Association work for YOU!

What can we do better? What do you feel the Association is missing? I want to know! Please email me at pik@georgetown.edu with any comments, ideas, or issues you may have, or just to say hello. I want to get to know every Crestwood resident if I can - it would be an honor to know such a great group of neighbors.

But there is one person that has made this whole experience fun, exciting, and worthwhile already - Karen Howard. Karen, you are one of a kind, and I thank you for your leadership.

DDOT LED Streetlight Replacement Project

Re-elected First Vice President and Green Team Lead Doug Barker presented a proposed resolution of the CCA relating to DDOT's streetlight replacement project. The Resolution, which was approved by the membership present, states that the CCA recommends that DDOT adopt warm-white 2700 Kelvin energy-efficient LED lighting for all streetlight installations as opposed to the currently-used blue-white 4000 Kelvin lights, in part based on the American Medical Association report on Human and Environmental Effects of Light Emitting Diode (LED) Community Lighting. ANC 4A08 Update

SMD 4A08 Commissioner Gale Black presented the (SMD) 4A08 Meeting Survey Results, which detailed the issues that Crestwood residents have identified as their top issues, and also included what residents like about Crestwood. Commissioner Black noted that the two issues that are currently being focused on are contractor parking at Carter Barron and the Blagden Avenue/Mathewson Drive sidewalk proposals. These issues will be discussed at the June 6 ANC meeting mentioned below. Commissioner Black also discussed the request that was made to alter the part of Beach Drive that will be closed during the next phase of construction so that Crestwood residents may maintain access through Blagden Avenue to west of the Park. Walter Reed Redevelopment Update

Representatives from The Parks at Walter Reed and the District of Columbia International School (DCI) presented updates regarding the status of construction. The Parks at Walter Reed is a mixed-use, 66-acre redevelopment of the former Walter Reed Army Medical Center. The Master Development Team consists of Hines, Urban Atlantic and Triden Development Group. The representatives discussed the traffic study and mitigation plans, the retention of "green" space, and plans for demolition of the existing hospital. DCI representatives presented the plans for the school construction and a description of the grade 6-12 school. For more information, visit www.walterreedtomorrow.com or dcinternationalschool.org.

Crestwood: 300 Acres, 300 Years relates the history of our neighborhood with the help of more than 200 vintage photographs, maps, documents and news articles. Bylaw Change

The Association approved a Bylaw change that allows members of the Board to attend Board meetings by telephone, as well as changes the number of directors required to constitute a quorum and provides for the automatic resignation of a Board member that misses to consecutive duly-called Board meetings.

The Advisory Neighborhood Commission 4A, which includes the Crestwood Single Member District 4A08, meets on June 6, 2017 at the police station at 6001 Georgia Avenue, NW at 7:00 PM. The ANC 4A meets on the first Tuesday of every month.
